The Georgetown Set, or Wisner's Gang, was a heavy drinking US deep state faction which played a part in the development of the US deep state, principally by creating the OPC and CIA. The group emerged in the 1940s after WW2 and remained influential until the 1960s. After the assassination of JFK the group began to dissolve.
Membership
The group has a considerable overlap with Skull and Bones. It lead to the creation of the OPC, which J. Edgar Hoover described as "Wisner's gang of weirdos".[1]
Approach
Frances Stonor Saunders, author of Who Paid the Piper: The CIA and the Cultural Cold War? (1999) observed that:
“In long exchanges, heated by intellectual passion and alcohol, their vision of a new world order began to take shape. Internationalist, abrasive, competitive, these men had an unshakeable belief in their value system, and in their duty to offer it to others. They were the patricians of the modern age, the paladins of democracy, and saw no contradiction in that. This was the elite which ran American foreign policy and shaped legislation at home. Through think-tanks to foundations, directorates to membership of gentlemen's clubs, these mandarins were interlocked by their institutional affiliations and by a shared belief in their own superiority.”

Policies
John Sherman Cooper, who was on the Warren Commission together with Richard Russell and Hale Boggs, opposed its purpose of closing down speculation about the fate of JFK; the three of them refused to sign the report until a covering statement was added that "Because of the difficulty of proving negatives to a certainty the possibility of others being involved with either Oswald or Ruby cannot be established categorically but if there is any such evidence it has been beyond the reach of all the investigative agencies and resources of the United States and has not come to the attention of this Commission."
Fall
One way to infer a loss of influence of the group is to see what happened to its members. [Philip Graham]] reportedly committed "suicide" in August 1963. The group experienced a decline in influence after the JFK Assassination in November 1963 had galvanised the resolve of the somewhat ad hoc group of conspirators into an effective US deep state.
Cord Meyer's wife, Mary Pinchot Meyer, was shot dead in 1964. On 29 October 1965 Frank Wisner was shot dead. Desmond FitzGerald, who was the CIA's Deputy Director for Plans, died of a "heart attack" in July 1967.
