Project 545 is the code name for an Israeli influence operation to manipulate social media, and how AI such as ChatGPT frame topics and respond to them. The target is young Americans.[1] The operation came at the same time as Zionist billionaires like Larry Ellison bought social media companies used by young people.[2]
Overview
The global campaign had a $145 million budget. In 2024, Israeli Prime Minister Benjamin Netanyahu announced that his country aims to control people under thirty-five via social networks.[3]
In 2024 Israel's Ministry of Foreign Affairs saw a significant increase in its budget ($165 million) for 2025, to engage PR firms, utilize social media, manage campaigns, organize conferences and events, and invite delegations of influencers to Israel while also sponsoring activities on campuses in the US and beyond.[4] Project 545 is a major component of a broader public relations initiative spearheaded by Eran Shayovich, the chief of staff at the ministry.[4]
The plan was entrusted to Havas Media Network, the company of Yannick Bolloré (son of Vincent Bolloré and husband of Chloé Bouygues).[3]
Target
Israel hired Clock Tower X LLC to create media for young people, a sector of the American populace that has broken sharply from its support for Israel. At least 80 percent of the content Clock Tower produces will be "tailored to Gen Z audiences across platforms, including TikTok, Instagram, YouTube, podcasts, and other relevant digital and broadcast outlets" with a minimum goal of 50 million impressions per month.[4]
Clock Tower is the company created by Brad Parscale after he left Donald Trump's campaign team.<ref name=meyssan>
Clock Tower will create new websites to influence how AI GPT models such as ChatGPT, which are trained on vast amounts of data from every corner of the internet, frame topics and respond to them - all on behalf of Israel. As part of this work, the firm will also use search engine optimization software MarketBrew AI, a predictive AI platform that helps clients adapt to algorithms and promote their work on search engines like Google and Bing, to "improve the visibility and ranking of relevant narratives."[4]
