Philip F. Reilly is a US spook who was Chief of Station in Kabul.[1] By 2025 he was as a "private contractor" heading a military company that was guarding Israel's (starvation level) food distribution sites in Gaza.[2][3][4]
Background
According to Reilly’s LinkedIn profile, he transitioned to the CIA immediately after serving in the Green Berets from August 1982 to August 1985. Reilly specifically served as a non-commissioned officer with the 7th Special Forces Group in the early 1980s, which came to focus on "counter-narcotics" missions in Latin America.[5] (at a time of extensive CIA drug trafficking operations).
Career
As a CIA operative in the 1980s, Reilly helped to train the Contras, right-wing militias fighting Nicaragua's Sandinista government.
Reilly was Chief of Station in the Philippines (around 2008[6]) and Europe, presumably before Afghanistan[7].
In 2001 he was in language school to learn Serbo-Croatian, preparing to become COS in the Balkans. He was one of the first U.S. spooks to land in Afghanistan after 9/11. He became the CIA station chief in Kabul circa 2008-2009.
During a March 7-8, 2006 meeting of CIA station chiefs in Kuwait, Reilly participated under cover as "Deputy ORA Chief" at U.S. Embassy Baghdad, indicating he was either COS or Deputy COS[8].
Later activities
He left to work as a private security expert for groups including Orbis, a Virginia-based consulting firm.[9]
Reilly was senior vice president of special activities of the private military contractor Constellis, the owner of the company formerly known as Blackwater.[7]
Reilly was listed as a board member of the social media surveillance firm Circinus in 2016.[10] The company was purchased by the convicted undeclared foreign agent and President Trump-associate Elliott B. Broidy roughly two years prior, and signed contracts with the government of the United Arab Emirates worth several hundred million dollars.[11]
He also worked as a Senior Consultant for Boston Consulting Group.[12]
Reilly was a member of Dun & Bradstreet's government advisory board circa September 2019 to November 2022[13]
Reilly was a member of the board of directors of the London-based cybersecurity firm Glasswall from March 1, 2021 to June 17, 2025.[14]
