Ousman Babir Noor is a British/Palestinian Human Rights and Refugee Lawyer who campaigns against Israeli genocide and supports Palestine.[1] He is co-Director of The Civilian Agenda[2] and founder of the Protect Palestine movement.[3]

Background
During the week after 7th October 2023, Ousman Noor was participating in the United Nations General Assembly meetings in New York on disarmament in international security as part of an advocacy mission in support of a Resolution against the use of autonomous weapons systems.
On 13th October, the Prime Minister of Israel ordered all food, gas, water and electricity supplies in to the Gaza Strip to be suspended, began indiscriminately bombing civilian populations and declared that the Israeli Defence Force would turn Gaza in to a deserted island. Despite these declarations of genocidal intent, representatives of states were providing essential diplomatic, financial and military support to Israel to commence a genocide against the Palestinian people.
On 14th October, due to the conscious silence of many peace, human rights and humanitarian organisations, he decided to speak out against the illegal occupation, apartheid and ethnic cleansing of the Palestinian people and to urge friends, colleagues and diplomatic representatives of states to do the same. His message was recorded outside the United Nations, New York and was delivered to diplomats working within.
Since then, he has continued to forcefully speak out, organise and campaign against the Gaza genocide and to end the illegal Israeli occupation and apartheid in Palestine.[4]
Campaigning at the UN
Throughout 2024, Ousman Noor campaigned and lobbied within the United Nations in Switzerland in support of Resolutions tabled within the Human Rights Council, where 47 states from around the world have responsibility to uphold international human rights law.
Several successful Resolutions were passed including (A/HRC/55/L.30) demanding an immediate end to trading of arms with Israel and (A/HRC/55/L.28) demanding an end to all trade of goods, services and financial support to illegal Israeli settlements in the Occupied Palestinian Territory.
These outcomes have contributed to an overwhelming body of evidence that Israel and its allies including the USA, UK and Germany are in breach of international law by continuing to provide military, financial and diplomatic support to Israel as it commits genocide against the Palestinian people.[5]
Gaza Stabilisation Mission
On 31 August 2025, Ousman Noor told The Crispin Flintoff Show that plans recently agreed between France and Saudi Arabia for a Stabilisation Mission to be deployed to Gaza were designed to eliminate Hamas and would not prevent further ethnic cleansing and genocide in Palestine. He said that member states of the UN who are meeting at the General Assembly during September should oppose the Franco-Saudi Stabilisation Mission.[6]
Facing prosecution by the BSB
Hundreds of lawyers across the UK have been investigated by the Solicitors' Regulation Authority and Bar Standards Board after they spoke out against Israel's genocide of Palestinians, following demands made by the UK Lawyers for Israel and other Zionist lobby groups.
The BSB is now invoking the deeply flawed UK Terrorism Act to prosecute barristers that provide legal analysis of the rights of organisations under international law to armed resistance to the genocidal IDF, even in circumstances where the police have not taken action.
This is a massive expansion of the deeply flawed Terrorism Act, leading the UK to extremely dangerous and authoritarian territory.
One such case is Ousman Noor, who worked as a human rights and refugee law barrister and now faces prosecution by the Bar Standards Board after providing legal analysis of the rights of Hezbollah under international law to use military force against the IDF.
He has instructed barrister Franck Magennis to defend this case in a way that causes maximum damage to the racist ideology of Zionism and apartheid state of Israel.
Zionism, like all past colonial projects, will be defeated on the battlefield. But those of us not on the ground in Palestine can still do our part to damage Zionism and create more space for anti-genocide and anti-apartheid speech.[7]
