Own words
The HALO Trust helps countries recover after conflict. Clearing landmines to save lives is at the heart of what we do. We work with communities that are too often forgotten once the fighting has ended, a point reinforced by Princess Diana after her visit to Angola in 1997. As well as clearing landmines, we deal with unexploded ordnance – from bullets to aircraft bombs – and we educate communities to keep them safe.[1]
Spooks
in august 2000, the Russian Federal Security Service, the domestic intelligence agency, said it had "reliable information on training of specialists in mines and explosions for the armed formations of international terrorists fighting on the territory of the Russian republic." It said "one of the structures covertly carrying out such activities" was Halo Trust. Halo Trust entered Chechnya openly in 1997, after the first Chechen war ended and before the second conflict began.[2]
The statement from the agency also charged that Halo Trust officials had collected intelligence on Russian tactics, weapons and munitions being used in the war zone and passed this information back to their headquarters. It said the group also "carried out full-scale topographic surveillance of all the territory of the Chechen Republic fixing the Chechen villages to the NATO system of coordinates."[2]
"Halo Trust smuggled special equipment, communication facilities and combat equipment for the illegal militants," the statement said, adding that one commander of the Halo Trust contingent, Matthew Middlemis, was a "career military intelligence officer."[2]
