In 1980 Covert Action Information Bulletin reported that ¨the new Chief of Station in Abu Dhabi, United Arab Emirates is Thomas D. Hawbaker, whose biography appears in Dirty Work 2. Hawbaker, born February 28,1932 in Iowa, served in Jordan from 1964 to 1966 under cover of the Agency for International Development, in Vietnam from 1966 to 1969—as a "pacification advisor" for the Department of the Air Force—under State Department cover in Cairo from 1969 to 1973, and Colombo, Sri Lanka, from 1973 until at least late 1975. There are no indications of his whereabouts from 1975 until 1979, when in November he appears posted to Abu Dhabi.¨[1]
Jonathan "Jonny" Gannon was assigned as Abu Dhabi station chief in 2023. According to the WSJ, one of his tasks was to monitor the China ties of the UAE's state-affiliated Group42 technology investment firm.[2] According to Gannon's LinkedIn profile, he worked at the CIA from July 1999 until July 2025.[3]
