William James Lynn III is a Raytheon lobbyist who became United States Deputy Secretary of Defense. He attended the 2012 Bilderberg meeting. Lynn was as of 2020 a member of the Atlantic Council's board of directors.[1]
Education
Lynn was born in Key West, Florida and raised in Connecticut. He graduated from Dartmouth College with a B.A. degree in 1976. He received a degree from Cornell Law School in 1980 and a Master of Public Affairs degree from the Woodrow Wilson School at Princeton University in 1982.[2][3][4]
Career
He worked for the think tank Center for Strategic and International Studies (CSIS) 1982-1985 and between 1985 and 1987 at the National Defense University. In 1985 he and Barry Blechman published the book Toward a More Effective Defense.[5] Then he worked for Senator Edward Kennedy as a legal adviser for defense and arms control matters for 1987-1993.[6]
In the Clinton administration, Lynn worked in the United States Department of Defense in several positions, such as Under Secretary of Defense Comptroller between 1997 and 2001.
From 2002 to January 2009, he was chief lobbyist for the armaments manufacturer Raytheon.
His time at the Pentagon as Deputy Secretary of Defense under Barack Obama was characterized by budget discussions in the wake of the financial crisis and the prioritization of military objectives.[7]
In January 2012 he revolved back into the armaments industry as CEO of DRS Technologies.[8]
