Sheep dipping is the creation of a legend in order to facilitate someone's use covertly in another position,[1] also as a patsy.
Terminology
"To formally, and usually temporarily, transfer military equipment or personnel to nonmilitary ownership for the purpose of its employment in covert action which involves less of a risk of triggering an armed conflict."[2] Does originally come from the military.[3][4]
