Ernest Victor Siracusa was a spooky US diplomat.
Activities
In 1949 while in the State Department he wrote a memo summing up a phone conversation with Ambassador Richard C. Patterson, Jr. in Guatemala which complained of an "increasing attitude of discrimination against U.S. business interests by certain officials in the Government and courts of Guatemala."[1] This was a few years before the 1954 coup
Arranged the Hugo Banzer coup against President Juan José Torres of Bolivia in 1971.[2][3][4]
