On 27 January morning, the French aircraft carrier Charles de Gaulle sailed from its home port accompanied by its carrier strike group, marking the naval opening of ORION 2026, France’s largest interarm and inter-allied exercise in years. The deployment into the Atlantic comes at a moment of heightened geopolitical tension and is explicitly designed to test France’s ability to enter first into a contested theatre while seamlessly integrating into a NATO command structure. ORION 2026 is not a routine drill. It is a full-spectrum, high-intensity preparation exercise intended to validate France’s operational readiness across domains, from naval power projection and joint manoeuvre warfare to civil-military crisis management on national territory. According to the Ministry of the Armed Forces, the exercise aims to demonstrate France’s capacity to act as a framework nation, protect its strategic interests, and contribute credibly to European and Allied security. The exercise unfolds in three distinct phases. The first phase, launched in early January, focused on strategic planning and the drafting of operational orders using shared processes with allied partners. This preparatory stage laid the groundwork for a coalition operation under realistic political and military constraints. FS Chevalier Paul (D 621) The second phase, running from 8 February to 1 March, is the operational core of ORION 2026. During this period, multinational forces are deployed from the Atlantic façade, representing the western coast of a fictitious allied country facing external aggression. France acts as the framework nation, coordinating coalition forces while operating in close alignment with NATO procedures. This phase includes the seizure of entry points in contested territory, the establishment of local superiority, and the execution of amphibious and airborne operations to secure a broader deployment area. The presence of the French carrier strike group at sea is central to this phase, providing air power, command-and-control, and maritime security. The third phase, scheduled between 7 and 30 April, focuses on full integration into a NATO exercise framework. European armed forces are expected to demonstrate their ability to operate effectively within Allied command structures and sustain collective engagement over time. This phase is particularly significant in assessing interoperability at scale, beyond national or bilateral formats. Parallel to the military manoeuvres, ORION 2026 also includes a continuous interministerial crisis-management exercise on French territory. This component culminates on 30 and 31 March with a large-scale war game involving territorial commands in mainland France and French Guiana, as well as representatives from ministries and prefectures. The objective is to test civil-military coordination and national resilience in the face of diverse and simultaneous threats. ITS Andrea Doria (D553) At sea, the French carrier strike group is built around the nuclear-powered aircraft carrier Charles de Gaulle. Its escort includes the air-defence destroyer Chevalier Paul, the FREMM air-defence frigate Alsace, the Italian destroyer Andrea Doria, the fleet replenishment ship Jacques Chevallier, and likely a nuclear-powered attack submarine. This composition highlights both France’s high-end naval capabilities and the multinational dimension of the exercise. At peak intensity, ORION 2026 will involve up to 12,500 personnel simultaneously, nearly 25 major naval units, around 140 aircraft, and approximately 1,200 drones. Reserve forces are also fully integrated, adding operational depth and specialised skills. With activities spread across roughly 15 French departments, including overseas territory, ORION 2026 stands as a comprehensive stress test of France’s ability to fight, command, and coordinate in a high-intensity, coalition-based scenario.
